So all you'd need to do is load the hair mod in the Creation Kit as a master and assign the desired hairs to the desired NPCs. You can't make a mod with vanilla hairs replacer for all Skyrim because the creation don't export new bones from hairs. And the second problem is a problem with Havok and the graphic engine of Skyrim, when PNC are equipped with Havok physics they can become invisible when you do a changing cellule.
